On the 68-9 FI it does nothing except confuse the brain. My '70 Sqback came with a sticker on the dash that said to depress the throttle fully when attempting to start the car. Never have and it has always started fine (when I remember to put gas in it, of course). Always assumed it had something to do with "cold" start procedures...
