The parking brake and the rear hydraulic brakes use the SAME shoes, so yes, they are related. You must adjust the shoes FIRST, then the parking brake cable. I find that the cable ends usually stick out of the adjusting nuts about 1 cm when the adjustment is right. If in doubt, loosen the cables, adjust the shoes, then adjust the cables. In general, the only time you should ever adjust the cables is when you install a new cable.
