If you're already confident that the jets and throats are all properly matched and all your passages are good and clean, then you can proceed to rough adjustment, otherwise you'll want to make sure of all that. The basic rough procedure is to screw in your idle air screw all the way, then back it out a turn and a half. Set the butterfy so that when the idle screw is on the stop, it's just closed. (This is easier to do before you install the carbs.) After that it's a manual, a carb sync tool, humility, patience, and skill or the development thereof. Again I'd like to recommend that the non-experts take the car to a professional who's experienced with dual carbs, preferably an old Porsche hand, to do the first setup and show you how it's done. There are a lot of variables and the potential for huge frustration if you get tangled up in them.
