It probably IS RPM dependent, but it's just loud all the time so it 
isn't particularly noticable. It's either stones in the fan housing, or 
loose bolts that hold the front fan housing to the case; probably the 
latter. This means that you get to pull the exhaust off again and 
split the fan housing and pull the fan off. It will be obvious by then.

Tap the holes deeper, use longer bolts, lock washers, and Loctite.
