I sent you the correct orientation for the parts, so I assume that you have the parts assembled correctly. Did you clean off the faces of the inside parts of the pump and get all the black buildup off them? If so, I would oil all the parts, put them back together loosely, and then power up the pump. With the pump motor running, slowly and evenly tighten up the 4 bolts. If the pump starts to bind at some point, try shifting the intermediate plate around slightly until it runs freely, and then continue tightening. Continue until the screws are all tightened down and the pump is still running. Then stop and make sure the pump will restart. There is no diaphram in this style of pump.
