Are you lubing the seal when you put it in? Do you have a proper 
seal installer that will seat the seal squarely in the bottom of its 
pocket? Checked for burrs on things? Right OS bearings for the 
align bore?

One thing we are in complete agreement on is that this should not 
happen!

Keep in mind that this part of a type 3 engine is EXACTLY the 
same as a type 1.

You can keep at it or throw it away, but there IS an answer, and it's 
probably simple. You just have to find it.
