What it really means is that the brush needs help making good contact with the commutator. This us almost always always due to 1 of 2 things: brushes worn out, or brushes sticking. If the brush no longer sticks up above the rectangular metal holder it sits in then it is worn out. If it does stick up, the lift the spring and slide the brush out; see if it moves freely or is jammed by crud or if the holder is bent so the brush can't move freely. Replacement brushes are cheap and you can replace them yourself if you are careful.
