Trouble is, the extra blow compared with the 4hp of the engine cooling fan isn't really enough to make much difference, though it can be more use when the engine is running slowly (in traffic eg). Part of the trouble is in always heating outside cold air. The best versions for extra cabin heating are recirculating heaters, which keep passing the warm cabin air over the heat exchangers. That can be an easy system in a bus, but it's not so easy to arrange in a Type 3. I know you aren't talking about electrical heaters, but if anyone suggests those, I'll just scream into a paper-bag here, as there is hardly enough energy in a battery to make a pot of hot coffee, let alone heat a car!
