That relay does not have to be tight, because it does not get a ground from its mounting. OTOH, the main power relay under the back seat DOES have a ground wire that is usually connected under its mounting screw. On the relay under the dash there are 3 terminals in addition to the 2 that are connected with a white plastic connector. Of the three "bare" terminals, 2 are close together and 1 is "alone." There should be a red wire that comes from the fuse box and connects to the lone bare terminal. On your 69 there should be a single additional red wire that connects to one of the close together pair. Actually, on a 69 you really can't do this wrong. Do you have the plastic connector plugged into the relay? (you should) Does the fuel pump go off if you disconnect this plastic connector?
