This leads to a non- constant angular velocity of the speedometer shaft as the top end goes "stick-slip" even though the bottom end is turning uniformly. This problem can be in either the speedo itself or in the top end of the cable, or it can be a poorly installed cable. You can reach under the car and pull on the cable housing where it comes out of the LF steering knuckle. Push it in and then pull it out; it should move about 1/4". Leave it about midway between. If this doesn't help, then disconnect the cable from the speedo and turn the speedo input shaft with a small screwdriver or a short stub cut from an old speedo cable. It should turn completely freely. If it does not, then the problem is in the speedo. You can try to fix it, but this can be tough and you are likely to destroy your first speedo repair attempt.
