CO meter is best to tell mixture setting is right!  If it picks up from slow
speed comfortably, that's when it's adjusted.  I got hesitation, and assumed
it was weak mixture, but the CO meter showed it was too rich.  Readjusting a
tad less fuel gave a much smoother pick-up in second (eg).

13mpg sounds more like choke problems to me, or leaking needle-valve(s).
Does the exhaust look sooty?
