The starter sucks back allot of current as opposed to the lights of a car....so the lights can appear to be on and normal (may be a bit dim) but there will not be enough juice to crank the starter. Check all connected wires to the starter and make sure the ground cables are clean with a good metal on metal ground. Also make sure the alternator is charging (the car should remain running when the battery is disconnected). If your charging system is OK get the starter checked at a local electrical shop most places will do it for free or a couple of dollars.
