Just remove the bolt at the right end and see if it is still acting as a shock absorber. You want to verify that it has friction over short strokes at any point in its travel. If you don't notice the steering wheel shaking after you drive over RR tracks, then your damper is probably fine. They are made so that they can leak a significant amount of oil out before they lose their effectiveness.
