It's probably simply a combination of a bit of resistance in each connector that means not enough current flows in the primary (pull-in) solenoid circuit to make it start to pre-engage. 6-volt still? I had to replace the solenoid to starter braided wire before my 6-volter would turn over under all circumstances. The motor brushes and commutator have a critical part to play.
