[T3] master cylinder question

just did a lot of brake work on a 70 fastback; rotors, calipers, master,
assorted lines including the long one - the old one was ruptured under the
pedal cluster. everything back together, brake fluid in, go to bleed the
brakes and there's no pedal and no fluid at the wheels. resevoir is full,
rubber hoses services down to the new master, loosen master stop screw and
found fresh fluid in there, but nothing at the wheels. pedal has no
resistance. verified that the pushrod is in, adjusted the push rod length for
1mm clearance even though bentley says not to, reluctant to adjust using
bolt/plate on floor as it seems like it's pretty corroded from old brake
fluid. - What could be causing lack of fluid at wheels and lack of pedal?
push rod not actuating enough or at all, is there a pattern to the
connections of lines/sensors on a tandem master cylinder? must front go to
one particular mC port and rear another? thanks.
