Jim is correct on this. I was a automotive machinist @ a race shop. There
are spec's for all engines and their parts, + or - something size, weight,
etc.. In race engines (water-cooled)  you typically made things on the Loose
side (less friction) but this is not what you want on a daily driver.
Balancing would IMHO would be the best of the 2. Balancing is usually the
cheaper. We used to charge $125.00 for balancing a V8 (1984).. Blueprinting
can be expensive depending on what a shop does. It may involve pistons,
rods, crank, block, heads, .... on and on and on... Some of it goes along
with other work which is done at the same time like head work balancing,
ect. so it is not always a big cost. That's one of the reasons they want Big
BUCKS for those Big CC and HighPo engines...
My first SqBak had the engine Balanced.
