If you didn't have any spark, how did you set the timing to 0?

It won't close off completely, but it should close off enough that if 
you close the hose off with your thumb there won't be any change 
in the idle speed. That tells you that it is effectively completely 
closed.

The modern technology is better than that of 30 years ago, but it's 
hard to judge from here whether your "problem" is normal or 
unusual.

Vacuum leaks won't make the timing jump around on our cars, so 
this is not a good test. How much does your idle speed vary?

Red would usually be + and black would be -. If that still doesn't 
work, try on the 8 cyl scale (divide the readings by 2.) If that works 
but the 4cyl setting doesn't, then you have some bad contacts in 
your dwell meter switch. This happened to me once and I had to 
open it up and solder all the wire-wrapped connections. Whoever 
made my Sears/Penske dwell/tach had thought that they could 
use stranded wire for wire-wrapping!
