Where there's a possibility of structural integrity, I try to weld in replacement metal wherever I can. On the wheel well where the two pressings join, and water gets to the back of the joint (when the sealant dries out and cracks), it often has a series of pinholes or occasional larger holes. I use lightweight glassfibre cloth (not chopped strands) and polyester resin to effect a reasonably long-lasting 'invisible' repair. This method is very helpful on complex curved panels like fenders where unsightly rust at the bottom can be ground off and a layer of cloth put on the back to reinforce the panel prior to suitable filler. It's a good working repair, quick to do, and allows a decent chance of a repaint holding for longer than 'bondo' on its own. Dave.
