It is a bad idea to take off the cooling flaps. This would slow down, 
or completely prevent, the proper warmup of the engine. The thing 
you need to understand is that cooler is not necessarily better; 
your engine runs best at its design temp which is what you get 
with cooling air exhausted at ~65C (~170F, I think.) What the flaps 
do is to help the engine get up to that normal operating temp as 
soon as possible.

Yes, but if you have all the right parts installed, the flaps will open if 
this happens. 

Clearly, overheating is worse than underheating, but overheating is 
almost always caused by poor assembly (parts left off) and is quite 
preventable.
