There is a "well" in the bottom of the tank to keep the pump from starving on turns. If the tank has rust/dirt in it, the gap around the fuel return line that keeps this well full will get plugged up. I had this problem with my '71 when I first got it. I had to flush th rust out of the tank to fix the problem. I think Tom Hansen has a picture of what this part of the tank looks like.
