In fact, NOS does not even mean it is in good condition, I have some NOS parts that are unusable garbage but the boxes are cool. ;) The whole term NOS has been bastardized so much that you should be suspect of anything that is stated to be NOS. Ask if it is German NOS, ask if it is in perfect condition, ask if it is in the original VW packaging. I don't think ISPWest was at fault in this matter as it sounds like the rubber was NOS, just from South America. If the seal is unusable, then you have an issue.
