The Fuel Pump Relay is the one <in front of> the fuse block. It sounds like someone may have bypassed your fuel pump relay in an attempt to get the car runnning. This is okay for now, but you should make a note to fix this later. It is an IMPORTANT safety feature: safety as in helping to keep you from burning up in an accident. Normally the pump should just run for ~1sec after you turn the key on. I gather this one runs continuously. Is there any chance that this is a VERY late 71? What's the VIN? What month is on the silver sticker on the driver's door jamb?
