I struggled with one of these once, only to discover that the only problem was with the seat belt stuck in the latch and it just needed a good yank to get it up. If the seat belt isn't the problme, there are a couple of possibilities. You can find another 71 that you can look at to see how things work and then slip a bent wire down the slit in the seat bottom cover and try to hook the release lever (the one that the strap used to attach to. If you can do this you can release the latch. Alternatively, you can drive the pins out of the hinges at the front of the seat and try to get access this way. This has never worked for me. Even though I could get the hinges apart, this did not let me get at the latch.
