This is a REALLY hard problem. 

The first thing to do is to make sure that it is the latch that is 
caught. I struggled with one of these once, only to discover that the 
only problem was with the seat belt stuck in the latch and it just 
needed a good yank to get it up.

If the seat belt isn't the problme, there are a couple of possibilities. 
You can find another 71 that you can look at to see how things 
work and then slip a bent wire down the slit in the seat bottom 
cover and try to hook the release lever (the one that the strap used 
to attach to. If you can do this you can release the latch.

Alternatively, you can drive the pins out of the hinges at the front of 
the seat and try to get access this way. This has never worked for 
me. Even though I could get the hinges apart, this did not let me 
get at the latch.

When you finally get it apart, you can just take a big hammer and 
pound the hook all the way to one side to disable the latch.
