My '69 Notch has the 1 piece exterior door handle. I have factory literature from '68 and '69 showing notchbacks with this handle as well. I do believe that the notchbacks changed in '68 along with the rest of the line... Incidentally at the same time the interior lock mechanism was changed. Before this the lock and handle were integrated into one unit. Strangely in around '68 the Type 1 Ghias changed in the opposite way. They changed to the integrated type interior handle to make it more difficult for would-be thieves to unlock the door. Maybe VW felt they could get away with the less secure window ledge type lock because of the new locking vent wings?!
