Yes, the problem is usually with the seals. In my over 30 years of work with VW's, I don't think I have ever seen an actual cooler leaking, that hadn't been damaged for some other reason. The usual problem now days, is that there is a possibility that it has the wrong seals. There are 3 different seals used with the T-3 engine. Depending on the case/oil cooler combination that you have. Someone has an articule about it on their web site. I think it is Toby Erickson or Tom Hansen.
