I quite agree with you..  The engine tin-ware does not look standard to me.
VW used to install black-painted tinware on its air-cooled engines because I
understand black dissipates heat better.  Those tiny little air-cleaners look
very non-standard to me but I was amazed in the late seventies when I saw
similar little air-cleaners on Nigerian assembled twin-carb VW Brasilias
(Igala).  The gear lever certainly looks like an aftermarket addition.

I also think it is actually a 1969 model.  (1) Only the 1969 model had a wide
panel reinforcing swage line in the front hood.  On later models (1970 and
1971) it was narrower.  (2) I also believe that the rear fuel filler was a
feature of 1969 models only - it was found to be a fire hazard when placed
between the motor and the back seat rest.  Later models had a front fuel tank
and filler as per German Type 3s of the era.  (3) The double-bladed bumper
bars were, I believe, a feature of "L" models for 1969 only.  1970 and 1971
"L" models had a single blade bumper but with overriders.  It is these three
items that make me think it is a 1969 model.  If this is the case, then the
front headlights have been altered to the later 1970 - 1971 four light style.
The1969 models had large oval lights.

I may be mistaken about some of these points and there may be other features
which give away other alterations but I am not familiar enough with Brazilian
Type 3s to pick them.  So, I have downloaded and sent those Ebay photos to a
friend in Rio de Janeiro who has recently restored his own 1971 model and who
is very particular about the year to year variations.  I will be interested to
read his comments.
