If all the wires are connected correctly, and if the vacuum hose to the Pressure Sensor is connected on both ends, then it is most likely to be a worn out voltage regulator. Check the VR by measuring the voltage across the battery at medium RPM and with a warm engine (take it for a drive.) The voltage should be above 14V.
