Hmmm, thought you had replied that the engine was free? Anyway, there is a drain hole in the bottom of the cast alum fan housing. This sometimes gets plugged up and will collect water. I can't remember whether there is a drain hole in the bottom of the steel pulley housing. It's worth checking both and clearing them out.
