Aha, now I see what you mean! The 1st speed on the motor is position #2, position #1 is an indent where you push the lever slightly up to give a single wipe (or two). This feature was introduced with these new wiper switches, and is still used on all VWs. You have a 73 yourself, just try it. Or on any other VW.
