They are not "sealed" when new and don't need to be now. You only need to worry about rust thru and large amounts of flakey rust that will clog your filter. A thin layer of surface rust is no problem even if it covers the entire tank. If there really was still gas in there, then it is probably not too bad. Chances are that you can take it out, remove the brass filter screen from the bottom and clean it out and use it.
