The horn should have a constant hot wire (ignition on), and a ground going up to the steering wheel. You are grounding somewhere from the horn to the wheel. Maybe when you hit the brakes a frayed wire is brushing on something. Reconnect the lead, and follow the wire along the steering shaft, wiggling as you go.
