That's correct.

Unplugging will completely disable it.

Correct again. Unless it has been miswired, it can only fire while 
starting. If it is miswired, disabling it will not fix the problem 
completely because the brain will still be getting a signal to richen 
the mixture (Miswiring can fool the brain into thinking that the 
engine is ALWAYS starting.)

Any hardware store gauge will do. I don't recommend a permanent 
installation, but it's useful to hook a gauge temporarily to the tap 
between the # 3 & 4 injectors (except on 68-9 where it's between # 
1 & 2) just to check out your system. Ordinary 5/16" fuel hose is 
perfect for making this connection as well as for replacing the lines 
in the car.
