But vacuum leaks WILL make the idle too high (and maybe impossible to set
correctly).  This, despite the engine starting and otherwise running OK.  I
found the hose for the pressure switch (68-69 feature) disconnected on mine.
When I reconnected it, I could finally set the idle, and my fuel economy
jumped up about 4 mpg.
