You're right, there are some holes there that feed into the rocker volume, but I think that water that gets in there should drain out of the bottom seam of the rocker. That lower region usually gets clogged up with rust, however. The interior of the rocker is really very complicated with all the pieces that make up the heater channel. Most people don't realize how many layers of sheet metal there are in there, and I still don't know what it looks like at the front, where the heat turns up toward the dash.
