[T3] Speedo needed and cold starting valve

My cold starting valve has started the annoying habit
of shooting gas all over the place.  I plugged it with
a bolt...is this good enough or do I need a new one.

Also, I need a speedo to safety my car...I don't care
what kind or if it's ulgly...when I tried to order one
from California imports they said it couldn't be
done...are they right?
