At idle the charging system isn't doing anything so the only thing you're checking is the battery voltage which is slowly running down. What you need to test is the Charging System regulating voltage which you can only measure at a high enough rpm to get the output voltage up high enough to regulate. If you watch what the voltage does as you up the rpm you will see that it rises slowly and then levels off at some value. That value is the regulating voltage.
