A good VW engine mechanic has an assortment of rubber/plastic hammers, and
hardwood blocks. There are projections on the block that you can hit to get
it to split.

Those dowels are pretty important for alignment of the to halves of the fan
housing. Try and find some replacements.  They should be available at most
industrial bolt supply stores.
