It's part of the fuel vapor control system, an emissions thing to keep gas fumes from just venting to the atsmophere. It originally connected the overflow tank (under the LF fender) to the charcoal cannister (above the transmission.) The support bracket for the overflow tank rusted away a few years ago on most of these cars, but they might still be there on a sun belt car. This system really has no way of still being functional.
