Off of that "T" is another 1/8" line that goes over and T's into the other line comeing off the the small fitting. This line continues on to the charcoal canister under the fender. (mine is missing.) :=]. They did it this way, so that no matter which angle the car was sitting at, there would still be a vent. I would still try to clear the plugged vent though.
