The 9-digit and letter is the part number. The lock code is the 14K047 sort of number, with an M instead of K being another possibility. Maybe it was first registered in South Africa in 1977? If you can't find someone who has the lock codes and the machine to do it, you should be able to cut a key to fit the barrel, or find a locksmith who can. I got a key cut over here in GB and posted it to a member in Germany who couldn't get any garage there to do it. Dave.
