[T3] Non -T3 question

I am asking the question here - cause some of you guy's I know - know 
software stuff.   I am looking for a program that has frames etc. for 
photo's.  And has the ability to let me put my photo's in them..   The Print 
master I am now using lets me put a photo in the middle, but it is not a 
'clear' middle..  Rather a 'white' one, hence if I move the photo the the 
back layer - I loose it.  I want a program that will allow the frame to be 
'on top' of the photo, with any invisible center.  

Anyone know of such a program?  (hope I made myself clear enough)
