If it is an OE air cleaner then this is exactly as it should be. The engine pulls the air UP thru the fibers in the top half of the air cleaner. In doing so, oil is pulled along and coats the fibers so dirt can stick to the wetted fibers. Sice this is a continuous process, dirty oil is always dripping back down as clean oil is pulled up. Eventually the dirt settles out of the oil and comes to rest at the bottom of the pool where you can find it by sticking a fingertip to the bottom of the reservoir. When the layer of dirt gets to be about 1/8" deep on the bottom (after settling overnight) the dirty oil should be replaced and the bottom cleaned out. One more note: Never turn the top half of the air cleaner upside down. This would allow dirty oil to drip in the wrong direction. If you need to clean excess dirt off the top half, just hold it up in the air while you clean it off, being careful not to disturb the fibers inside.
