It would help to know WHY they couldn't do the job. If they just 
didn't have the right tap that's a simple problem, but if they didn't 
think there was enough metal in the rotors where the new hole needed 
to go then that is another story.

Maybe you just need to find a machine shop that has what is called a 
"dividing head" to go on their milling machine. A "dividing head" 
allows them to divide a circle into almost any integral number of 
bolt holes. Not all machine shops have these as they are pretty 
expensive, so you may just need to call around. The shop you went to 
may be able to advise you.
