According the the VW manual:- If the carb is fitted, adjust the throttle stop screw so it just touches the throttle lever when the choke flap is fully open. Then close the choke and adjust the choke connecting rod so the throttle stop screw has a clearance of 2.3mm (0.09") for manual transmission, or automatic with cam step under the choke cover numbered 13, or 3.2mm if it's automatic and the cam step is numbered 35 or has no mark on it. If the carb is off, close the choke flap, and adjust the rod so there is a gap at the throttle valve of 0.7mm (0.027"). The carbs need balancing again after these adjustments. Often there's a problem with the actual cover position which determines how much choke there is to start with. With a cold engine, remove the air cleaner and take a look in the carb top; the choke flap should be open. Move the accelerator open and release. The choke flap should now be closed. If it isn't, there's a problem, or it's hot where you are. The cover may be rotated from its proper position, or the choke operating lever is not hooked on the spring inside. There is also an adjustment that can be made in the choke operating cam. Dave.
