The guy in Texas requires you to provide a older pan that can be titled in the US. He then gets a 1999 mexican beetle and after refurbishing the older pan install the 99 Beetle body, engine and all other parts onto the older pan. You can then license your 99 Beetle as a 67, etc or whatever year pan you have.
