Per, I think you mean to say that the bug wheels have LESS offset, and therefore, a wider track. The more that the center of the wheel is set OUTward off center in the wheel's rim, the more INward in the wheel well the rim (and tire) will be. Also, be aware that not all "beetle" wheels are the same offset. Most (late beetles?) are 34 mm, if my recollection is correct; but, some have high offsets like the "type3" wheels. e.g. my '74 beetle had high offset "sport" 41/2 Js (like 41 or 42mm, or somthing like that), which are not, according to the Bentley, stock. (Anybody want these? I like hubcaps.) I can check some of these values from the beetle Bentley if anybody is interested. In fact, it may be misleading to just say "beetle" wheel, or, "type3" wheel, since they are all interchangeable, as long as proper adjustments are made to avoid rubbing; so that you can take your pick of what you want, which was your point, I think, no? Offset affects bearing wear, I think; but I don't know the ins and outs of this matter.
