My 68 Bug does not have emergency flashers either (well, now it does), but it was standard on the 69s. I gather from this that the emergency flasher became mandatory here in Norway in 1969. Same thing about side repeaters, these were mandatory here from 1971, I cant get the right chrome for my front fenders, because of the repeaters.
