It's an overpressure relief valve: there's a spring and plunger inside. If part of your fuel loop gets plugged due to a kinked line, etc. the pump output pþò3Ü will rise until this valve releases and bleeds gas back to the tank. In normal operation it stays closed and there is no flow through that line.
