(march 73 or so) The seat cushion is not locked, either in up or down position, it does have two "studs" with matching holes in the top of the seat back to hold the cushion up. The seat back is locked by two levers that are actuated when the seat cushion is down. These levers are released when the cushion is lifted, and the back can then be folded forward. The back can not be folded when the cushion is down. (Well, it can if you lift it, but its not supposed to, and it doesn't do it quite easily) The other levers and locks are prolly some US safety stuff, I know that is why all bugs got locks in their rear seat backs.
