Concerning the fuel flow in your carbs, these tubes in question are discharge arms. They supply a heavier flow of gas into the venturi part of the carb during normal running or acceleration. The connecting rod between the carbs may neeed adjusting or the pump diaphragm may need to be replaced as you mentioned. As an after thought disconnect the connecting rod & operate the carbs individually by hand. Is the fuel flow equal in both carbs or is there no differance as if the rod was still attached? Dirt maybe? Carb rebuild kit? Just some thoughts to consider.
